'Navy: investigación criminal' es una de las más exitosas producciones de Donald P. Bellisario (Jag: alerta roja). Con ciertas dosis de humor, se centra en un complejo y dinámico grupo (NCIS) forzado a trabajar en situaciones de alto estrés.

Al frente del equipo de 'NCIS' se encuentra Gibbs (Mark Harmon), cuya labor será investigar cualquier crimen que tenga alguna conexión con las dependencias del Cuerpo Naval y de la Marina, sin distinciones de rango o posición. Para él trabajan el agente especial Anthony DiNozzo (Michael Weatherly), la especialista forense Abby Sciuto (Pauley Perrette), el agente especial Timothy McGee (Sean Murray) y Ziva David (Cote de Pablo)

El plan estratégico de este servicio de investigación tiene como prioridades la prevención de atentados terroristas y actos hostiles contra las fuerzas e instalaciones navales, la protección de los sistemas e informaciones y la reducción de crímenes y de su impacto en la disponibilidad operacional de los cuerpos de la Marina.
